David SABBAN is since July 2026 a Policy Officer and Seconded National Expert in Unit for retail financial services and payments in the Directorate-General for Financial Stability, Financial Services and Capital Markets Union (DG FISMA). Prior to this, he worked at the French Ministry of the Economy and Finance from 2023 to 2026, where he was responsible for payments and stablecoin regulation and led the PSD3/PSR negotiations on behalf of France. From 2019 to 2023, he worked at the French AML/CFT supervisory authority, where he was notably responsible for AML/CFT regulation relating to crypto-assets in the context of the FATF and the EU.
