Johan Schweigl

JUDr. Johan Schweigl, Ph.D. is Head of Legal & Compliance at Mo.one a.s., a payment institution licensed by the Czech National Bank, where he is responsible for regulatory compliance and contractual matters. He also serves as an Assistant Professor at the Department of Financial Law and Economics, Faculty of Law, Masaryk University, focusing on financial market regulation, monetary law and payment services regulation.

In his professional practice, he specialises in the regulatory framework for payments and open banking (PSD2, PSD3/PSR), digital finance and tokenisation (MiCA), and electronic money (EMD2). He previously worked as in-house counsel at Max banka a.s., focusing on banking and payment services regulation, where he was also involved in a bank merger and in developing the contractual framework of a banking holding group. Earlier in his career, he gained experience as an assistant to a judge of the Supreme Court of the Czech Republic and as a member of an audit team at Deloitte.

His academic work also has a strong international dimension. He has a long-standing cooperation with Université Paris Nanterre, where he has delivered a series of lectures on banking law, and has also presented at universities in Cagliari, Antananarivo, the Seychelles, New Delhi, Gdańsk and other international institutions. He is actively involved in organising professional conferences, including responsibility for sections dedicated to financial market regulation. He completed his doctoral studies in financial law with a dissertation focused on capital requirements under the CRR/CRD IV framework. He is fluent in English and German.
